Harrisburg requires every dog in a public space to be leashed and under the control of a person physically able to restrain it, with a maximum leash length of six feet. Dogs in public spaces within the City of Harrisburg are regulated under City Code Ch. 3-503 (Animal Control) and the Pennsylvania Dog Law (3 P.S. Β§459-101 et seq.). The city ordinance requires every dog off its owner's property to be restrained by a leash not exceeding six feet in length and held by a person physically capable of controlling the animal. This applies to sidewalks, streets, alleys, Riverfront Park, Reservoir Park, the Capitol grounds walking paths, and any other public area. Retractable leashes that extend beyond six feet must be locked at or under that length while in public.
Off-leash activity is permitted only in the designated dog run at Reservoir Park, where dogs must still be current on rabies vaccination and licensed. Outside these enclosed areas, an unleashed dog is "at large" and subject to impoundment by Dauphin County Animal Response (the city does not operate a standalone animal control bureau; it contracts with the county and the Humane Society of Harrisburg Area).
State law layered on top requires every dog three months or older to carry an annual license issued by the Dauphin County Treasurer. The 2026 fees are $8.70 for spayed/neutered dogs and $10.70 for intact, including the $1 county surcharge. Failure to remove dog waste from public or private property is a separate offense under Β§3-503 and is actively cited by Codes Administration in Midtown and Allison Hill neighborhoods.
Off-leash violation: $100 first offense, $200 second offense, $500 third within 12 months. Failure to remove dog waste: $50β$300. Unlicensed dog: $300 per dog plus license back-fees under PA Dog Law. A dangerous-dog determination under PA Dog Law Β§459-502-A triggers mandatory liability insurance, confinement orders, and fines of $500 or more.
