Indio adopts Riverside County's animal-control code as its own ordinance (Chapter 92). Dogs may not run "at large" off the owner's property unless on a leash held by someone able to restrain the dog, or otherwise physically restrained. Voice, eye, or signal control does not satisfy the leash rule.
Indio is an incorporated city that contracts animal control to the Riverside County Department of Animal Services. By Ordinance No. 1631, the City repealed its old Chapter 92 and adopted Riverside County Title 6 (Animals), as in effect June 19, 2013, by reference as the City's "Animal Control Ordinance" (Indio Municipal Code § 92.01). The adopted county ordinance (Riverside County Ord. 630) defines a dog "at large" as any dog off its owner's, custodian's, or caretaker's premises that is not under physical restraint by a leash of a size and material appropriate to the dog's size and temperament, held by a person capable of restraining it, or otherwise physically restrained. The definition expressly states that voice control, eye control, or signal control does NOT count as restraint. The ordinance separately makes it unlawful for the owner or person in charge of any dog, licensed or unlicensed, to permit the dog to run at large. A limited exception applies to dogs actively hunting or training in firearm-designated areas under Ordinance 514; those dogs must still be leashed at all other times. There is no fixed maximum leash length in the adopted ordinance. Enforcement and impoundment are handled by Riverside County Animal Services officers.
Letting a dog run at large is an infraction. Under Indio § 92.03, fines escalate up to $50 for a first offense, $100 for a second within a year, and up to $250 for additional violations within a year. A dog found at large may be impounded by Animal Services, with redemption and licensing fees owed before release.
