Kent City Code 8.03 and King County Code Title 11 require dogs off the owner premises to be restrained by a physical leash, or be under competent voice or signal control so the dog can be recalled from any bystander or other animal. A dog running at large is defined as a dog off the owner property that is not leashed or under direct voice control, and is treated as a public nuisance. Kent Police gained enforcement authority under a 2015 ordinance update so officers no longer have to call Regional Animal Services of King County for every leash incident. Fines follow the King County schedule: $100 for the first offense, $200 for the second, $400 for the third, and $500 for four or more violations. Kent designates off-leash areas at Grandview Park on West Hill and Morrill Meadows on East Hill, plus the Grandview Off-Leash Dog Park in neighboring SeaTac. Owners must also pick up after their pets; failure to scoop is a separate civil infraction.
