Dogs must be leashed in public under KMC 8.09 and Kirkland park rules. Off-leash is only permitted at designated dog parks such as Marymoor (nearby in Redmond). Dogs 12 weeks or older must be licensed with the City.
KMC 8.09 requires every dog in Kirkland to be kept under the physical control of a competent person when in any public place, park, trail, right-of-way, or school property. Voice control is not sufficient. Dogs must be restrained by a leash held by someone able to manage the animal. Off-leash use is limited to designated off-leash areas; Kirkland does not currently operate its own off-leash park, but residents use the 40-acre Marymoor Park Off-Leash Area in nearby Redmond. On private property, dogs must be contained by fence, kennel, or tether in a manner that prevents escape. KMC 8.09 also codifies Kirkland animal licensing: all dogs and cats 12 weeks and older must be licensed annually with current rabies vaccination. Licensing is administered through the Police Department animal control division. Dogs running at large can be impounded under KMC 8.09 with redemption fees plus daily kennel charges.
Off-leash dogs in public places are civil infractions under KMC 8.09 with fines starting around 50 dollars. Unlicensed animals face additional citations plus back-owed license fees.
