Federal Way enforces King County Code 11.04 on dog control through its contract with King County Regional Animal Services. Dogs must be under physical control at all times in public, meaning on a leash no longer than eight feet when off the owner property, or within a fully enclosed vehicle. Voice control alone does not satisfy the leash requirement outside designated off-leash areas. Federal Way has two primary off-leash dog parks: French Lake Off-Leash Dog Park at 31531 1st Avenue South and the Wedgewood Park dog area. Dogs must be licensed annually through RASKC by age 8 weeks or within 30 days of acquisition. Current rabies vaccination is required. Dogs at-large (running loose) can be impounded and owners cited. Dog owners must pick up and dispose of waste immediately in all public places, including sidewalks, parks, and trails along Pacific Highway South and the BPA trail corridor.
Off-leash violations and dogs at-large carry fines from $50 to $250 under KCC 11.04. Failure to license carries separate fines. Repeat offenders face escalated penalties.
