Federal Way prohibits feeding wildlife that creates nuisance or attracts predators under WAC 232-36 and FWRC nuisance code. Feeding bears, coyotes, and raccoons is banned. Bird feeders are allowed.
Feeding large wildlife, predators, and problem species is prohibited in Federal Way. Washington Department of Fish and Wildlife rules WAC 232-36 prohibit feeding large carnivores (bears, cougars, wolves) statewide, and it is a gross misdemeanor under RCW 77.15.790 to negligently feed a large carnivore. Federal Way nuisance provisions extend this to raccoons, coyotes, and other urban wildlife when feeding creates a public health hazard or safety risk. Bear activity has been reported in greenbelt-adjacent neighborhoods near West Hylebos Wetlands Park and along the BPA trail corridor. Coyote sightings are common throughout Federal Way, including residential areas. Bird feeders are generally permitted but should be maintained to prevent spillover that attracts rodents and larger wildlife; residents with active bear reports should suspend bird feeding seasonally. Garbage must be secured in wildlife-resistant containers in sensitive areas. Pet food should not be left outdoors.
Negligent feeding of large carnivores is a gross misdemeanor under RCW 77.15.790. Nuisance feeding violations carry civil fines from $100 to $500.
