Federal Way prohibits noxious weeds under FWRC Title 22, the IPMC, and King County Noxious Weed rules (RCW 17.10). Class A and B weeds must be controlled. Nuisance weeds trigger abatement.
Federal Way enforces weed control through FWRC Title 22 (nuisance), the adopted International Property Maintenance Code, and the King County Noxious Weed Control Program established under RCW 17.10 and KCC 21.08. Washington State lists noxious weeds in three categories: Class A (eradication required, such as giant hogweed, kudzu, Spanish broom); Class B (control required in designated regions, such as Scotch broom, tansy ragwort, knotweed species); and Class C (selective control). King County prioritizes knotweeds, poison hemlock, garlic mustard, and English ivy in urban areas. Homeowners must not plant or allow designated noxious weeds to produce seed. King County Noxious Weed Control Board conducts inspections and issues control orders; the city coordinates with the county on enforcement. Overgrown weeds creating a nuisance (fire, blight, pest harborage) are abatable under FWRC 22. Property owners are also responsible for weed control in the adjacent public right-of-way. Free weed identification help is available at kingcounty.gov/weeds.
Failure to control noxious weeds: King County civil penalties per RCW 17.10, plus local nuisance abatement with lien under FWRC 22. Class A/B violations may be enforced at both county and city levels.
