Tree removal permit rules in Federal Way, WA β sometimes called heritage tree, protected tree, or street tree ordinances β list which trees require a permit before you can cut them down.
Federal Way regulates tree removal under FWRC 19.120. Any tree 6 inches DBH or larger generally needs approval and must meet Tree Units per Acre standards in Table 19.120.130-1. Smaller trees may be exempt.
Under FWRC 19.120, tree removal in Federal Way requires compliance with the tree units per acre (TUA) standard established by Table 19.120.130-1, which sets minimum retention levels based on zoning district. Trees of 6 inches DBH or larger are regulated. Any proposed removal of trees and vegetation requires approval unless specifically exempted under FWRC 19.120.030. Exemptions include: removal of hazard trees (structurally unsound, dead, or dying) as determined by a qualified arborist, invasive species, nuisance vegetation, and trees posing immediate safety concerns when authorized by the director. Removal within environmentally sensitive areas (critical areas, steep slopes, wetlands, streams, wellhead protection) requires a Tree and Vegetation Retention Plan prepared by a qualified expert. Developers and builders must submit a tree retention plan as part of site plan review. When removal exceeds the TUA minimum, replacement planting or mitigation is required under FWRC 19.120.160. Homeowners on standard residential lots can generally remove trees under 6 inches DBH without review. Contact the Planner On Duty at (253) 835-2655.
Unauthorized removal of regulated trees: civil infraction plus mitigation replanting at replacement ratios set by FWRC 19.120.160. Willful violations in critical areas can trigger larger penalties under FWRC Title 19.
