Federal Way, WA Animal Ordinances: Veterinary Clinic Zoning (2026)

The Federal Way Revised Code regulates veterinary offices as a specific permitted use under the professional office (PO) zoning district. 010 lists office use as permitted subject to Process II review, and note 2 attached to that use zone chart imposes three conditions unique to veterinary offices: the practice may only treat small animals on the subject property, it may not include outside runs or other outside facilities for the animals, and the site must be designed so that noise from the use is not audible off the subject property.

That last condition requires a certificate from a licensed acoustical engineer confirming the noise design, filed with the development permit application, before the city's Community Development Department will issue approval. Because a veterinary office is treated as a medical/dental-style office use rather than a kennel or animal shelter use, it also carries the underlying office standards in the same chart: a 35-foot front yard setback (reducible to 10 feet if the entry is visible from the right-of-way and the front facade is at least 15 percent glass), 30-foot setbacks along the side and rear property lines abutting residential zones, and a height limit of 35 feet above average building elevation, dropping to 30 feet for any portion of the structure within 100 feet of a residential zone.

Parking is calculated at one space per 300 square feet of gross floor area occupied by office use. Sale of goods or processing of materials on the premises is not permitted under this use category, and any accessory living facility on-site is capped at 50 percent of the ground floor and must be occupied by the owner or office operator. 125 FWRC before a veterinary office can open in a PO-zoned building.
