Federal Way follows a behavior-based approach rather than breed-specific legislation. There is no ban on pit bulls, Rottweilers, or other breeds. Instead, Federal Way contracts with King County Regional Animal Services and adopts KCC Title 11 along with state law RCW 16.08. A dog may be declared Potentially Dangerous if it inflicts a bite on a human or domestic animal without provocation, or chases or approaches a person in a menacing fashion. A dog is declared Dangerous if it has inflicted severe injury, killed a domestic animal without provocation off its owner property, or been previously declared Potentially Dangerous with a subsequent aggressive incident. Dangerous dogs must be registered, kept in a proper enclosure, muzzled and leashed when off premises, and the owner must carry $250,000 liability insurance under RCW 16.08.080. Renters should check landlord insurance restrictions, which often exclude specific breeds regardless of city law. HOAs in Federal Way subdivisions may impose private breed restrictions.
