Martinez, CA Animal Ordinances: Dog Leash Laws (2026)

Martinez Municipal Code Chapter 6.04 and Contra Costa County Ordinance Code Title 4 require all dogs to be restrained on a leash not exceeding six feet in length when in any public place, public street, sidewalk, or park, except in designated off-leash areas. The primary designated off-leash dog park in Martinez is located at Rankin Park, which features separated small-dog and large-dog areas with double-gated entries. Off-leash dogs are prohibited on city beaches along the Martinez waterfront, in the Martinez Regional Shoreline (managed by East Bay Regional Park District with separate rules), at the Martinez Marina, and in all other city parks unless specifically posted. The John Muir National Historic Site follows National Park Service rules requiring dogs on a six-foot leash at all times. Retractable leashes are permitted only when locked at six feet or less. Handlers must maintain physical control and clean up after their dogs. Off-leash violations carry fines starting at $50 for the first offense, $100 for the second, and $250+ for subsequent offenses. Dogs found at large may be impounded by Contra Costa County Animal Services. Service animals in training are exempt from some restrictions but must remain under handler control.
