Pittsburg contracts animal control and licensing services through Contra Costa County Animal Services (CCAS). Under PMC Title 6 and the County Animal Control Ordinance, all dogs four months of age or older must be licensed annually. Licenses require proof of current rabies vaccination, and fees are discounted for spayed or neutered animals. Dogs must be on a leash not exceeding six feet and under the control of a competent person whenever off the owner's premises, except in designated off-leash areas such as dog parks. Pittsburg has an off-leash dog park at Buchanan Park. Dogs running at large can be impounded and owners cited, with impound fees and daily boarding charges recoverable by CCAS. Fines for first-offense unlicensed or unleashed dogs typically start at $50-$100 and escalate for repeat violations. Service dogs and certified assistance animals are exempt from leash length restrictions when performing their duties. Waste must be picked up under the city's pooper-scooper provisions (see Dog Waste section).
