Ormond Beach's leash law requires all dogs in public areas of city limits to be on a leash of 6 feet or shorter, or under immediate voice control of the handler. Dogs must be licensed and vaccinated per Florida law. Owners are responsible for cleaning up pet waste on public and private property. Some city parks may designate off-leash areas with specific rules. Dangerous or aggressive dogs may face additional restraint requirements including muzzling. Ormond Beach Animal Control enforces leash laws and responds to dog-at-large complaints.
Leash violations carry fines of $50 for a first offense, $100 for a second, and $250 for subsequent offenses. Dogs at large may be impounded with retrieval fees of $50–$150. Failure to clean up waste is a $75 fine.
