Oro Valley Town Code Chapter 4 (Animals) requires all dogs to be on a leash or under the direct physical control of a responsible person when off the owner's enclosed property. Leashes must not exceed 6 feet in length, and the handler must be physically capable of restraining the animal. Dogs are prohibited from running at large on public streets, parks, trails, and open spaces. Retractable leashes extending beyond 6 feet do not comply with the leash length requirement when fully extended. The Oro Valley trail system, including the Canada del Oro River Park trail and the Catalina State Park connector trails, requires leashed dogs. Dogs are not permitted on trails within Catalina State Park during certain seasonal restrictions to protect wildlife. Pima County Code Chapter 6.04 provides additional at-large animal provisions enforceable in Oro Valley. Violations are reported to Pima County Animal Care Center (520-724-5900) or Oro Valley Police. Dog owners must immediately clean up after their dogs on all public property and trails. There are no dedicated off-leash dog parks within Oro Valley town limits, though Pima County operates dog parks at Brandi Fenton Memorial Park and other locations accessible to Oro Valley residents.
