010 splits the at-large rule by location. On public property, a dog must be restrained by a leash, chain, rope, cord or similar device at all times; there is no version of the rule that allows an unleashed dog even under voice control, except for five narrow carve-outs: dogs in field trials, obedience classes or kennel club events under a handler's control, dogs used for hunting or livestock work, dogs assisting a peace officer, dogs inside a town-maintained dog park, and service animals under direct voice control of a person with a disability.

On private property, the standard is different: the dog must be confined inside a house or building, or behind a fence or enclosure of sufficient strength and height to prevent escape, whether or not it is the owner's own yard. 010(E), not merely a repeated civil fine. 030. 020: if it is microchipped, licensed or otherwise identifiable, the shelter must hold it a minimum of 120 hours before disposition; an unidentified dog is held a minimum of 72 hours. Either way, the reclaiming owner pays all impoundment costs and fees, and proof of ownership, license and rabies vaccination as applicable is required before the dog is released.
