110 gives the town enforcement agent authority, when an animal is impounded under Title 6, to place or cause to be placed an identity-tracing microchip in that animal; the section does not require the owner's consent to the chipping itself, only that it occur in connection with an impoundment. 120 then folds microchipping into the general cost-shifting rule: except where the code says otherwise, every fee tied to an impoundment, including veterinary, removal, impoundment, boarding, microchipping and disposition fees, is charged to the animal's owner.

070(B)(5), if a court orders an animal banished from town limits, it must first be spayed or neutered, microchipped and tattooed by a licensed veterinarian at the owner's expense, so the chip becomes part of the compliance record the town enforcement agent can check on inspection. Because Sahuarita ties microchipping to impoundment and enforcement rather than to routine ownership, a pet that is never picked up running at large, never subject to a bite investigation, and never declared dangerous is not chipped by the town at all; there is no freestanding town mandate that every dog or cat carry a chip before it is licensed or vaccinated.
