15 STC, titled Vaccination and Licensing of Dogs, imposes no equivalent licensing duty on cat owners; the town's registration and tag system applies to dogs only. Cats are folded into the general animal provisions instead. 040(B) carves feral cats out entirely: cats that are not domesticated, have gone wild, or are free-roaming are not considered owned, possessed, kept, harbored or maintained for purposes of the hoarding count, so a caretaker feeding an outdoor colony is not exposed to that charge. 020: a microchipped or identifiable cat must be held a minimum of 120 hours, an unidentified one a minimum of 72 hours, with the reclaiming owner paying all impoundment costs.

130(A)(2)(b) specifically authorizes that organization to release the cat as part of a community cat program after sterilization. 130(B) requires the town to verify, through announced and unannounced inspections, that any partner organization does not breed or release unsterilized animals and releases animals only through community cat programs or adoption after sterilization; an organization that violates those conditions can have its animals repossessed by the town.
