Arizona Revised Statutes §11-1001 through §11-1029 govern dog licensing, rabies vaccination, and at-large provisions statewide. Maricopa County Animal Care and Control (MCACC) is the enforcement agency for unincorporated areas. All dogs 3 months and older must be licensed through MCACC and have current rabies vaccination. Dogs must be confined to the owner's property or under the owner's control at all times. At-large dogs (off property and not under control) are subject to impoundment by MCACC. The county does not have a separate leash ordinance — the at-large statute effectively requires leashing in public. Dangerous and vicious dog declarations follow ARS §11-1025, which uses a behavior-based standard rather than breed-specific restrictions.
