The City of Bellaire prohibits keeping dangerous wild animals and certain exotic species on residential property under its animal control ordinance and in accordance with Texas state law. Texas Health and Safety Code Chapter 822, Subchapter E regulates dangerous wild animals including lions, tigers, bears, non-human primates, and other large predators, requiring registration, liability insurance, and secure enclosures. Bellaire's ordinance additionally restricts venomous reptiles, large constrictor snakes, alligators, and other animals that pose a safety risk to residents and neighbors. Common domestic pets including dogs, cats, small caged birds, aquarium fish, hamsters, guinea pigs, and domestic rabbits are permitted. Ferrets are legal in Texas and generally permitted as pets. Potbelly pigs may be restricted under the livestock prohibition in residential zones. Any animal that creates a nuisance through noise, odor, or escape may be subject to enforcement regardless of species. Keeping prohibited exotic or dangerous animals results in confiscation of the animal and fines. Violations of state dangerous wild animal laws carry penalties up to $2,000 per day.
