North Carolina has no single statewide exotic-pet permit system like Florida's FWC classes. N.C.G.S. 14-416 to 14-422 authorizes counties to regulate 'inherently dangerous' exotic animals and criminalizes reckless handling of venomous reptiles. Mecklenburg County Ordinance Ch. 3, Art. III prohibits keeping within the county: non-human primates, wolves and wolf hybrids, members of Felidae family other than domestic cats (lions, tigers, cougars, bobcats, lynx), bears, crocodilians over 2 feet, venomous reptiles (except for licensed zoos/research), and constrictor snakes over 8 feet. Ferrets, rabbits, guinea pigs, non-venomous snakes under 8 feet, hedgehogs, and most aquarium fish are permitted. Chickens (separate subcategory), rabbits, and pot-bellied pigs have specific separate rules. USDA Class C licensed exhibitors (educational shows) may transport exempt species through but not house them. Reptile keepers should note N.C.G.S. 14-417 requires venomous-reptile permit and escape reporting within 1 hour.
