Idaho Falls City Code 5-5-3(A) makes it unlawful to keep horses, mules, oxen, cattle, swine, goats, sheep, fowl, bison, alpaca, guanaco, or llama within the City, regardless of weight, or any other domestic animal over 50 pounds. Idaho Falls City Code Title 5, Chapter 5, Section 5-5-3(A) makes it unlawful to keep or maintain within the City any horse, mule, ox, cow, swine, goat, sheep, fowl, bison, alpaca, guanaco, or llama, regardless of weight, or any other domestic animal weighing more than fifty (50) pounds, except as otherwise allowed in the Code. The principal exception is Section 5-5-3(C), which allows horses and llamas to be kept on property zoned 'RE - Residence Estate' under the Zoning Ordinance. Fowl (chickens, quail, ducks, geese), domesticated turkeys, and rabbits are carved out and separately permitted under subsections (D), (E), and (F) subject to lot-size and setback limits. Section 5-5-2 separately makes it unlawful to herd or drive any fowl, cattle, swine, goats, sheep, horses, mules, or other animals on any street, alley, or public way - except riding a horse or mule, or driving a hitched horse, mule, ox, or cow, for a public parade or exhibition. On-premises slaughter of animals subject to the chapter (other than permitted fowl, turkeys, or rabbits) is prohibited unless humane on-premise slaughter is specifically allowed by the Idaho Code and the Zoning Code (5-5-3(H)). All regulated animals must be kept on premises (5-5-3(J)).
Keeping prohibited livestock (cattle, swine, goats, sheep, and similar) within City limits, or any other domestic animal over 50 pounds outside the allowed exceptions, violates Section 5-5-3(A). Driving livestock on public ways violates 5-5-2. Animals found at large (other than domestic cats) are unlawful under 5-5-6 and may be impounded under 5-5-7, with impound and boarding fees due before release.
