Idaho Falls City Code has no general ordinance banning the feeding of wild deer, waterfowl, or other wildlife on private property. The only feeding prohibition in the animal code is Section 5-5-9, which makes it unlawful to feed Idaho Falls Zoo animals where a no-feeding sign is posted. State wildlife law applies elsewhere.
Idaho Falls City Code Title 5, Chapter 5 does not contain a general prohibition on feeding wild animals such as deer, raccoons, or waterfowl on private property. The only feeding-related prohibition in the animal code is Section 5-5-9, which makes it unlawful to feed any animal kept at the Idaho Falls Zoo where a sign prohibiting feeding is clearly visible. Related zoo-protection provisions make it unlawful to harass, torment, poison, or injure zoo animals (5-5-8), to bugle or imitate the mating call of a zoo animal (5-5-10), or to remove or transport a zoo animal (5-5-11). Note that the city code does prohibit keeping or harboring wild animals such as deer, raccoons, foxes, and coyotes under Section 5-5-4, and that keeping or attracting such animals could implicate the wild-animal and nuisance provisions, but no section sets a stand-alone fine for simply leaving out food for wildlife. Idaho Falls Animal Services enforces the animal code, while the Idaho Department of Fish and Game regulates wildlife feeding under state law - Idaho restricts feeding of big game animals such as deer and elk in certain circumstances. Residents concerned about attracting wildlife should consult Idaho Fish and Game rules, since the City's own code addresses only zoo-animal feeding.
Feeding a zoo animal where a no-feeding sign is posted violates Section 5-5-9 and is unlawful. The City has no separate penalty for feeding general wildlife on private property; such conduct is governed by state wildlife law and could, in some cases, raise nuisance or wild-animal-keeping concerns under Chapter 5.
