Outside agricultural zones, South Fulton (Sec. 18-1004) caps livestock at 5 horses/cows, 10 sheep or goats, and 10 hogs per premises, requires a 100-foot setback (900 feet for hogs), and sets minimum space per animal. Enclosures must be clean and well-drained.
South Fulton Code Title 18, Sec. 18-1004 ('Unlawful housing of domestic animals and livestock'), governs livestock. Sec. 18-1001 defines 'livestock' as horses, mules, cows, sheep, goats, hogs, and all other animals used or suitable for food or labor. Under Sec. 18-1004(a)(1), any housing or enclosure must be well-drained, free of accumulated excrement and odors, and clean and sanitary. Sec. 18-1004(a)(2) sets minimum setbacks from occupied buildings (other than the owner's dwelling): 100 feet for horses, mules, asses, cows, sheep, or goats, and 900 feet for hogs. Sec. 18-1004(a)(3) requires minimum space per animal - 150 square feet for horses, mules, asses, cows, sheep, goats, or hogs. Sec. 18-1004(a)(4) caps maximum numbers per premises: 5 horses, mules, asses, or cows; 10 sheep or goats; and 10 hogs. These number, setback, and space limits do not apply in areas zoned for agriculture, and there are exceptions for licensed veterinary hospitals, commercial kennels, grooming parlors, and public/commercial horse facilities. Sec. 18-1006(a) prohibits livestock from running at large citywide, and Sec. 18-1006(c)-(d) require livestock to be securely confined to the owner's premises or under control when off-premises. Adopted by Ord. No. 2019-007. Zoning rules may further limit where livestock can be kept; confirm with Planning & Zoning.
Exceeding the number limits, violating setbacks or space minimums, keeping livestock in unsanitary conditions, or allowing livestock to run at large is unlawful (Sec. 18-1004, 18-1005, 18-1006). Animals may be impounded (Sec. 18-1010) and penalties follow the City Charter.
