The City of South Fulton prohibits dogs from running at large citywide. A dog off its owner's premises must be on a leash no more than six feet long, controlled by a competent person. Dogs at home must be fenced, enclosed, or restrained. Cats are exempt.
South Fulton Code of Ordinances Title 18 (Animal Control), Sec. 18-1006, governs dogs running at large. Subsection (a) prohibits the running at large of dogs within the city's territorial boundaries, with the exception of cats. Subsection (b)(1) makes it unlawful for the owner, custodian, or harborer of any dog to allow it to leave the premises 'unless such dog is securely under leash; said leash being not more than six-feet long, and under the control of a competent person.' On the owner's premises, dogs must be confined by a fence, wall, or other enclosure, or restrained individually by a leash or chain. The ordinance excludes dogs participating in or training for obedience trials, field trials, dog shows, tracking work, or law enforcement, and does not apply in areas zoned for agriculture where the dog is being used for hunting with a valid hunting license and proof of vaccination. Subsection (b)(2) recognizes a properly maintained electronic confinement (invisible fence) system as an acceptable enclosure when the animal wears the electronic collar, but such systems may not be used to contain a guard dog or a dangerous animal. Animal control is provided through the city's contracted provider (Fulton County Animal Services, operated by LifeLine Animal Project). These provisions were adopted by Ord. No. 2019-007.
