South Fulton expressly exempts cats from its running-at-large and leash requirements (Sec. 18-1006). Cats over four months old must, however, maintain a current rabies vaccination (Sec. 18-2001), and the citywide cap of 10 cats per premises applies outside agricultural zones (Sec. 18-1004).
South Fulton Code Title 18 treats cats more leniently than dogs. Sec. 18-1006(a) prohibits dogs, domestic animals, livestock, owned wildlife, and exotic animals from running at large within the city, but each subsection of that section repeats 'with the exception of cats.' Subsections (c) and (d) (restraint and confinement of domestic animals) likewise exempt cats. As a result, the city imposes no leash or confinement requirement on cats. Cats are still subject to other Title 18 rules. Under Sec. 18-2001 ('Vaccination required'), the owner, custodian, or harborer of each dog or cat over four months of age must maintain a current rabies vaccination; cats brought into the city must be vaccinated within 14 days of entry unless they already carry a current vaccination. Sec. 18-1003 requires a vaccination/license tag, and Sec. 18-1004(a)(4) caps cats (with dogs) at 10 per premises outside agricultural zones, with a 100-foot setback where three or more cats or dogs are kept. Cats that have bitten a human are subject to the ten-day quarantine in Sec. 18-2003. Unvaccinated or unlicensed cats, or cats that have bitten, may be impounded under Sec. 18-1010. These provisions were adopted by Ord. No. 2019-007.
Failing to maintain a current rabies vaccination or tag for a cat over four months, exceeding the per-premises limit, or failing to surrender a biting cat for quarantine is unlawful (Sec. 18-2001, 18-1004, 18-2003). Noncompliant cats may be impounded (Sec. 18-1010).
