02(c) of the Zoning Ordinance. 02(c)(1)a bars wire and plastic fencing materials, including chain-link fencing with plastic or wooden inserts, in every district except AG-1, M-1 and M-2; the ordinance carves out one specific exception, allowing chain-link security fencing around stormwater facilities regardless of district. 02(c)(3) permits it only in the AG-1 District and only for a legitimate agricultural pursuit, and even there it is barred outright from any single-family dwelling lot, including single-family lots that happen to sit inside AG-1. Where barbed wire is allowed, it must be installed as a straight strand along a public right-of-way, since coiled or concertina-style installation is prohibited, and razor wire is prohibited citywide with no exception.

02(c)(4): barbed wire, razor wire and chain link are all allowed in Commercial and Industrial Districts, but chain link must be green or black vinyl-coated and built with a top rail, and any barbed or razor wire facing a right-of-way must still run in a straight strand rather than coiled concertina style. 02(c)(5), with the sole exception of fabric windscreens around recreational courts such as tennis courts.
