Atlanta does not require all owned pets to be spayed or neutered, but every cat or dog adopted from the contracted shelter must be sterilized before release. Intact-pet permits and breeder rules apply for high-volume operations.
Atlanta Code Ch. 6 and Fulton County animal regulations require that all dogs and cats released through the LifeLine-operated shelter be spayed or neutered, microchipped, and vaccinated prior to going home. Atlanta does not impose a citywide mandatory sterilization rule on already-owned pets, but repeat at-large or biting offenses can result in court-ordered sterilization. Persons keeping intact animals for breeding purposes above hobby thresholds may be required to obtain a kennel or commercial breeder license through Fulton or DeKalb County and comply with state Department of Agriculture rules under OCGA Title 4.
Adopting an animal without compliance with shelter sterilization contracts can void the adoption and trigger return of the animal; unlicensed commercial breeding operations can be cited and shut down by the GA Department of Agriculture.
