Bolingbrook, IL Animal Ordinances: Mandatory Spay/Neuter (2026)

Section 8-63(d) lists the conditions a vicious-dog owner must satisfy once a court has found the dog vicious under section 8-62, and subsection (d)(3) specifically requires the owner to provide proof that the animal has been neutered and micro-chipped within 15 days, if not already done, at the owner's expense. 00 in liability insurance, mandatory dog obedience classes at the owner's expense, and 24-hour notice to animal control of any escape or attack. The neuter requirement is reinforced by section 8-67(a), which raises the stakes further: if a vicious dog whose owner failed to spay or neuter it goes on to inflict serious physical injury or death on an unprovoked victim lawfully present, the owner faces a misdemeanor and a mandatory jail term of not less than two nor more than 30 days for each such offense, on top of the civil fines under chapter 8.

Outside the vicious-dog context, Bolingbrook's code does not impose a general spay or neuter mandate on dog or cat owners; section 8-41 requires only rabies vaccination for animals over four months old. The neuter and microchip condition is therefore consequence-driven: it activates only after a dog has already been adjudicated vicious in a hearing under section 8-62, not as a baseline pet-ownership rule.
