Section 8-40(a) of the Code of Ordinances makes it unlawful to own or harbor more than three dogs or three cats, or any combination of the two exceeding three total, in any residential unit in the village. The cap counts dogs and cats together rather than separately, so a household could not keep two dogs and two cats, for example, since that totals four animals over the three-animal ceiling. The ordinance carves out a specific grace period for newborn litters: the limitation does not apply for 120 days from the date of birth of offspring born to dogs or cats already in the dwelling unit, giving an owner time to place puppies or kittens before the cap is enforced against them.

Enforcement falls to the village's animal control officer, appointed by the police chief under section 8-3, who has authority to enforce this chapter. 00 fine, and each day the household exceeds the limit is treated as a separate offense, so an uncorrected overage compounds daily.
