Josephine County, OR Animal Ordinances: Mandatory Spay/Neuter (2026)

The county's animal control chapter treats spay/neuter as a permit condition, not a general pet-ownership rule. 040(C) creates the rescue permit for owners of more than six and less than 11 adult dogs, and states flatly that 'all dogs must be spayed or neutered' under that permit. The rescue permit's fee bundles licensing for six of those dogs; any dog kept but not recorded under the permit still needs its own regular dog license. This sits alongside, but is distinct from, the fancier permit (also six to ten dogs, for competition or show animals, capped at one litter per year) which carries no spay/neuter condition, and the kennel permit (more than six dogs generally), which likewise carries none.
