King County does not mandate spay/neuter for owned pets, but KCC 11.04 charges substantially lower annual license fees for altered dogs and cats to encourage sterilization and reduce shelter intake.
King County has not adopted a mandatory spay/neuter ordinance for privately owned pets. Instead, KCC 11.04.030 sets a tiered annual licensing fee that significantly discounts altered animals compared to intact ones. Dogs and cats adopted from the RASKC Pet Adoption Center in Kent are sterilized prior to release, consistent with WA RCW 16.52.310 humane standards. Some contract cities may impose stricter rules. Intact-animal license surcharges fund low-cost spay/neuter vouchers distributed through RASKC partner clinics across King County's unincorporated areas and most of its 39 cities.
Owning an unaltered dog or cat is legal, but failing to license at the higher intact-animal fee is a civil infraction under KCC 11.04 enforced by RASKC.
