Intact-animal license surcharges fund low-cost spay/neuter vouchers distributed through RASKC partner clinics across King County's unincorporated areas and most of its 39 cities.
Owning an unaltered dog or cat is legal, but failing to license at the higher intact-animal fee is a civil infraction under KCC 11.04 enforced by RASKC.
