Morgan County, IN Animal Ordinances: Mandatory Spay/Neuter (2026)

Chapter 91's redemption provision, § 91.04, sets four conditions an owner must satisfy to reclaim a dog impounded at the County Animal Center in unincorporated Morgan County. The owner must first establish ownership to the Animal Control Officer's satisfaction and obtain a license if the dog is unlicensed. Under § 91.04(A)(3), if the impounded dog is an unspayed female not intended for breeding, the owner must have her spayed within ten days of redemption and report the spaying to the Animal Control Officer within that window; this is the only spay requirement written into the county code, and there is no general spay/neuter mandate for dogs that are never impounded.

Redeeming owners also pay up to $3 per day of impoundment to the County Humane Society under § 91.04(A)(4), plus any veterinary or shot costs, which must be paid before release. Dogs impounded more than three days may, at the Animal Control Officer's discretion, be humanely destroyed or held for adoption under § 91.04(B) if not redeemed. Because the spay condition attaches only to redemption of an unspayed, non-breeding female, an owner who keeps a female intact for breeding and never lets her run at large or become impounded is not reached by this section; the requirement functions as a condition of getting an impounded dog back, not a countywide spay/neuter mandate.
