Gwinnett County requires an unaltered dog or cat to be spayed or neutered at the owner's expense before release, once it's been impounded twice in a year or four times total.
Any unaltered animal that has been impounded two times within any 12-month period or a total of four times over any time period, shall be spayed or neutered at the owner's expense prior to release from the shelter.(b)If any animal seized or impounded by the animal welfare division evidences advanced symptoms of contagious, infectious or fatal diseases, is seriously ill or severely injured, the animal welfare division will make every attempt to stabilize an owned animal to afford the owner the opportunity to pick up the animal.(c)For any animal that is impounded for law enforcement purposes, at the owner's request and expense, such impoundment may be at a veterinary or licensed kennel of the owner's choosing, provided that the owner cannot cause the animal to be released from the boarding facility without the approval of the prosecuting officer or agent.(d)Notwithstanding any provisions in this chapter to the contrary, the animal welfare division may refuse to release any animal impounded if deemed necessary for the health and safety of the animal for such time period as the animal welfare division may determine or until released by a court order.
