Community cats shall be sterilized, ear-tipped, vaccinated for rabies, implanted with microchip registered to the community cat caregiver, FELV/FIV tested, provided with FVRCP, leukemia vaccine and any other vaccinations and/or treatments as recommended by the treating veterinarian, and provided with ongoing parasite preventative/treatment. Records of such shall be retained by the community cat caregiver under which the care location is registered for each cat that is being provided with care.

Full Breakdown

22, Community Cat Management, sets the terms under which registered caregivers may feed and manage unowned free-roaming cats. Subsection (F) requires that community cats be sterilized, ear-tipped, vaccinated for rabies, and implanted with a microchip registered to the community cat caregiver, along with FELV/FIV testing and other vet-recommended treatments; the caregiver must keep records for each cat under care. Subsection (M) extends the microchip duty to any unaltered cat a caregiver or rescue takes possession of after a nuisance or feeding complaint under subsections (J), (K) or (L): that person must provide proof of sterilization, vaccination and microchipping within 15 days of receiving the cat.

Registration itself requires a verifiable name, home address and phone number filed with the city, updated within 15 days of any change, with organizations updating annually. A backyard sanctuary caregiver (three or fewer cats on their own property) is exempt from registering or filing a care location, but the microchip and sterilization duties in (F) still attach once cats are under that caregiver's care. Violations & Fines

Noncompliance with § 90.22 is a violation of the section, with penalties assessed under § 90.99: $50 first offense, $100 second offense, $250 third offense, and $500 for a fourth or later offense, plus a $20 delinquency fee if unpaid within 15 days. A caregiver found in violation on three or more occasions loses eligibility to feed or care for community cats in the city under subsection (O).
