Appleton, WI Animal Ordinances: Pet Groomer Rules (2026)

Appleton's zoning code sorts pet grooming into two different buckets depending on what else happens on site. Sec. 23-22 defines 'Personal services' as a use catering to customers' needs that may include barbershops, beauty shops, copying and duplicating services, dry cleaners, health clubs, pet grooming and tanning spas, and personal services are listed as a principal permitted use, allowed by right, in the C-2 General Commercial District under Sec. 23-113(b). If the operation also boards, breeds, buys, trains for a fee or sells animals inside a completely enclosed building, it instead becomes an 'indoor kennel' under Sec.

23-22, a separate use that Sec. 23-113(e) places among the C-2 district's special uses, meaning it needs a Special Use Permit and Common Council approval under the Sec. 23-66 process rather than being allowed outright. Groomers cannot sidestep either path by working from home: Sec. 23-45(i) lists 'pet grooming' and 'kennels' by name among the uses a home occupation 'shall not include,' alongside barbershops, tattoo parlors and restaurants, so no residential property in Appleton can be permitted for a grooming business regardless of the client limits that apply to other home occupations.

A groomer choosing the indoor-kennel route also has to satisfy the district's off-street parking and accessory-use standards that apply to kennels, and any change from a stand-alone grooming shop to one that also boards animals overnight converts the required permit from a by-right personal-service use to a Special Use Permit application reviewed by the Community Development Department and Common Council.
