Lynnwood, WA Animal Ordinances: Pet Groomer Rules (2026)

0280's Animal use table lists Pet Grooming as a 'P' (permitted) use in the City Center, Alderwood, Alderwood-city center transition area (ACC), planned commercial development (PCD), neighborhood commercial (NC), general commercial (CG), Highway 99 mixed-use (HMU), college district mixed-use (CDM) and light industrial (LI) zones. It is marked '–' (not allowed) in the residential neighborhood (RN), manufactured home park (MHP), residential multifamily 45-foot (RM-45), public and institutional (P-I) and open space (OSP) zones, meaning a groomer cannot locate in any residential or park-designated district regardless of scale.

0380. Subsection (A) applies additional operating requirements to 'any commercial kennel, boarding facility, animal shelter, grooming parlor, or pet shop owner/operator with an indoor pet housing facility': the facility must be adequately lit, temperature-controlled and ventilated, with indoor air changed at least three times an hour, and it must use disposal and drainage systems that rapidly remove water and waste, keeping surfaces clean, sanitized and moisture-resistant. Indoor housing facilities must also be built with sufficient soundproofing, with noise separately regulated under LMC Title 10. Subsection (C) flatly bans cremation, incineration and other disposal-by-destruction methods for animals or refuse at these facilities.

Because Pet Grooming and Pet Lodging are distinct rows on the same use table, with Pet Lodging permitted more broadly and Kennels restricted to a conditional use in light industrial only, a groomer that also boards animals overnight needs to confirm it also qualifies as Pet Lodging in its district, not just Pet Grooming.
