Porterville, CA Animal Ordinances: Pet Groomer Rules (2026)

Porterville's Development Ordinance treats pet grooming as part of the "Pet Stores" land use classification, defined at Section 701.02 as "retail sales of animals and/or services, including grooming, for animals on a commercial basis," excluding dog walking and similar services not carried out at a fixed location. Table 203.02, the Commercial Districts land use table, requires a Minor Conditional Use Permit ("M(4)") for pet stores in the CN (Neighborhood Commercial) and CR (Retail Centers) districts, but allows them by right ("P(4)") in CG (General and Service Commercial); the use is not listed for CMX.

Footnote (4) to that table conditions every one of those approvals on the business being "completely enclosed in a building of soundproof construction," which matters for a grooming operation given bathing equipment, dryers and barking animals. Parking is set at Table 304.04A: one space per 250 square feet of floor area, denser than the 1-per-1,000-square-foot ratio for kennels. Separately, a resident cannot sidestep the commercial-district requirements by grooming animals at home: Municipal Code Section 301.09(C)(3) lists "uses that entail the harboring, training, raising, or grooming of dogs, cats or other animals on the premises" among the uses expressly barred from qualifying as a home occupation.

Together the two provisions mean a Porterville pet-grooming business must locate in a qualifying commercial district, obtain the applicable use permit from Community Development, and meet the soundproofing condition; it cannot operate out of a residence regardless of scale.
