Porterville, CA Animal Ordinances: Veterinary Clinic Zoning (2026)

Porterville's Development Ordinance regulates veterinary clinics as a distinct "Animal Care, Sales and Services" use classification. Table 203.02, the Commercial Districts land use table, shows Veterinary Services, Small as not permitted at all in the CN (Neighborhood Commercial) or CR (Retail Centers) districts, and permitted with a Minor Conditional Use Permit ("P(4)") in the CG (General and Service Commercial) district; it is not listed for CMX. Footnote (4) to that table requires that the use "be completely enclosed in a building of soundproof construction," so an outdoor kennel run or open-air treatment area does not qualify.

Section 701.02 defines Veterinary Services, Small as commercial medical care for small animals allowing 24-hour accommodation of animals receiving medical or grooming services, but excluding kennel operations, while Veterinary Services, Large covers agricultural-animal medical care under the same 24-hour accommodation allowance. In the Employment Districts (Table 204.02), veterinary services are permitted outright ("P") in the IP (Industrial Park) and IG (General Industrial) districts, giving clinics a by-right location option outside commercial zones. Parking is set separately at Table 304.04A: one parking space is required per 250 square feet of floor area for veterinary services, the same ratio applied to pet stores and four times denser than the kennel ratio of one space per 1,000 square feet.

A clinic proposing to locate in CG must obtain the Minor CUP from Community Development before opening; operating without it, or without the required soundproof enclosure, is a zoning violation subject to code enforcement.
