28, "Restrictions on kennels," is the closest thing Akron's code has to a household pet cap. Subsection A defines a "kennel" as any pack or group of dogs numbering more than four and over the age of six months kept together for any purpose, a definition broad enough to cover a household that simply owns five or more adult dogs, not just a commercial boarding or breeding operation. Subsection B bans operating a kennel anywhere in the city unless it is permitted under Chapter 153, Akron's zoning code, which governs where kennel uses are allowed and what standards, fencing, noise control, waste handling, apply to them.

In practice, a resident who wants to keep more than four dogs over six months old must obtain zoning approval as a kennel use rather than simply register the extra animals; a household that stays at four or fewer is not a "kennel" at all and faces no special permitting under this section. Puppies and kittens under six months are not counted toward the four-dog threshold, so a litter does not automatically trigger kennel status. 11, both of which still apply individually to every dog regardless of how many the household keeps.
