Akron, OH Animal Ordinances: Veterinary Clinic Zoning (2026)

Under Sec. B of the Form-Based Zoning Code, "Animal Care" is defined as a facility providing care and boarding of domesticated animals for compensation, and the code expressly lists animal hospitals, doggy day care, kennels, animal shelters, pet boarding, pet grooming, pet training facilities and veterinary offices as included uses. The use table (Sec. 25, Summary of Allowed Mixed-Use Uses) marks Animal Care "P*" (permitted with additional standards) in the MX3, MX-S3 and MX-F mixed-use districts, meaning a veterinary clinic can open in those zones without a conditional-use hearing so long as it satisfies the additional standards.

Those standards restrict outdoor operations: in the Mixed-Use and Mixed-Use Shopfront districts, outdoor animal spaces are limited to supervised play areas and runs, and any animal kept overnight must be housed inside a fully enclosed, noise-attenuated structure so kennel noise does not carry to neighboring storefronts and residences. In the MX-F (Mixed-Use Flex) district the same by-right limits apply, but the code opens a path for more outdoor capacity: overnight outdoor care of animals can be approved through the Conditional Use process administered by the Akron Department of Planning and Urban Development, which reviews site-specific noise, screening and hours conditions before signing off.

A vet practice that wants boarding runs open around the clock, rather than daytime supervised play, has to go through that conditional-use review rather than opening by right.
