A single Ada County residence is limited to a combined total of four (4) dogs and cats at one time, unless the resident holds a noncommercial or commercial kennel license. A service or therapy animal allows one additional animal over the limit.
Ada County Code 5-7-6 caps a single residence at a combination of dogs and cats not exceeding four total animals on the premises at once, unless a resident obtains a valid noncommercial or commercial kennel license permitting more. A litter counts as one animal until it reaches six months of age, then each is counted individually. A residence may exceed the four-animal limit by one additional animal where one of the animals is a service animal or other support/therapy animal in use at the premises. Dogs over six months old must also be individually licensed (5-7-5). Keeping more animals than allowed without a kennel license is a violation of the chapter.
Exceeding the limit without a kennel license violates 5-7-6; general violations of the chapter without a fixed fine are misdemeanors punishable under 5-7-23 (fine per Idaho Code 18-113 and/or up to 30 days jail).
