Cats fall under the four-animal combined limit in 5-7-6 and the rabies vaccination requirement in 5-7-10 (vaccinate within 30 days of the cat reaching four months, or of acquiring/bringing in an unvaccinated cat). Section 5-7-14(E) declares any cat not spayed or neutered that is outdoors off its owner's direct control a nuisance; the Animal Control Agency may seize such a cat at large, spay or neuter it, mark it (for example by ear notch), and release it where it was seized. County code specifically protects TNR-style trap-neuter-return activity: capturing a free-roaming cat, taking it for sterilization, and returning it to its found location is exempt from the abandonment and stray-animal rules (5-7-3(G), 5-7-9).
An unaltered free-roaming cat is a nuisance and may be seized and sterilized by Animal Control. Failure to vaccinate against rabies violates 5-7-10; general violations are misdemeanors under 5-7-23.
