Carlsbad, CA Animal Ordinances: Pet Limits (2026)

Municipal Code Section 21.53.084 permits dogs, cats and other ordinary household pets citywide regardless of the underlying zone, but sets a hard ceiling of three adult dogs or cats in any combination per dwelling unit, not counting puppies or kittens under four months. Cross the line to four or more adult animals and Section 21.04.195 reclassifies the property as a kennel, a distinct land use with its own zoning and permitting requirements rather than an ordinary household exemption. Keeping pets must also conform to Chapters 7.04 and 7.08: Section 7.04.010 bars keeping any animal that causes offensive odor, noise or insect gathering perceptible off the property, and Chapter 7.08 adopts San Diego County's animal control and rabies regulations by reference, administered in Carlsbad by a contracted animal control authority under Section 7.08.015 with power to issue citations, make arrests and hold administrative hearings.

That authority can waive or reduce fees to encourage adoption or humane care but must otherwise set fees to recover no more than its actual costs. Carlsbad has also banned retail pet-store sales of dogs and cats citywide since 2016 under Chapter 7.16, though the pet-limit rule itself applies to keeping animals in a residence, not to shelters, rescues or licensed breeding operations.
