Rowlett caps the number of adult dogs and cats that may be kept on residential property near other homes. It is unlawful to keep four or more adult dogs, four or more adult cats, or any combination exceeding three adult dogs and three adult cats, on residential property within 100 feet of another building used for human habitation.
Rowlett's Animal Code sets an animal-count limit in Section 6-76, 'Number to be kept.' Under that section it is unlawful for any person to own, keep, possess or have control over four or more adult dogs, four or more adult cats, or any combination thereof exceeding three adult dogs and three adult cats, on residential property that is within 100 feet of any other building used for human habitation. The distance is measured in a straight line from the nearest point of the structure or fenced enclosure where the animal is contained to the nearest point of the other building used for human habitation. In effect, on a typical residential lot close to neighboring homes, a household may keep up to three adult dogs and three adult cats (six adult animals total) without crossing the limit. The 100-foot trigger means properties whose animal enclosures are farther than 100 feet from any neighboring dwelling are not capped by this section. Separately, Rowlett requires that all dogs, cats and ferrets capable of transmitting rabies be registered annually with the Animal Shelter under Section 6-71, so even within the allowed count each animal must be licensed and currently vaccinated.
Keeping four or more adult dogs, four or more adult cats, or a combination exceeding three of each on residential property within 100 feet of another dwelling violates Sec. 6-76 and can result in citations, fines and orders to reduce the number of animals. Failing to register and vaccinate each dog, cat or ferret can bring additional citations or late fees.
