Rowlett regulates beekeeping in its Animal Code (Chapter 6, Sec. 6-108). The colony density allowed depends on the size of the residential lot: on a lot of one-half acre or less, up to two colonies are permitted; on a lot larger than one-half acre but less than one acre, up to four colonies are permitted; and regardless of lot size, where all hives are situated at least 100 feet in any direction from all property lines of the lot on which the apiary is located, there is no limit to the number of colonies. The ordinance also imposes equipment and identification standards: all bee colonies must be kept in 'Langstroth'-type hives with removable frames, which must be kept in sound and usable condition, and the name, address and telephone number of the owner or beekeeper must be painted or otherwise clearly marked on the structure of each hive. The ordinance addresses bees congregating at water sources used by humans, birds or domestic pets. Beekeeping in Texas is also subject to the Texas Agriculture Code Chapter 131 (bees and honey) and the Texas Apiary Inspection Service, so beekeepers must comply with both city and state rules. Exceeding the colony limits for your lot size, using hives that are not removable-frame Langstroth-type or are not in sound condition, or failing to mark hives with the beekeeper's name, address and phone number are violations of Sec. 6-108 that can result in citations and orders to correct or remove the apiary.
