Full Breakdown
Section 6-92 of Irving's animal code makes it an offense to own more than eight companion animals aged four months or older on the premises of a single residence at any given time. Puppies and kittens under four months don't count toward the cap, but a residence may keep no more than two litters or other groups of offspring at once. The eight-animal ceiling combines dogs and cats rather than setting separate per-species quotas. Approved foster providers for the city or for a 501(c)(3) shelter get a limited defense on the litter rule. Irving Animal Services enforces the ordinance, adopted July 22, 2021.
Violations & Fines
Owning more than eight companion animals four months or older, or keeping more than two litters, at one residence is a separate offense enforced by Irving Animal Services through municipal court.
