Warwick, RI Animal Ordinances: Pet Limits (2026)

City Code Sec. 4-11 sets separate three-animal caps: subsection (a) bars keeping more than three dogs over 12 weeks old on any lot or parcel, and subsection (b) does the same for cats. The code closes a subdivision loophole by declaring that "multiple lots in common ownership are deemed to be a single parcel of land," so an owner cannot spread animals across adjoining lots to avoid the cap. Subsection (c) allows the board of public safety to permit a greater number, but only after a hearing with notice to abutting property owners and a report from the animal control officer, and only if the board finds the higher number will not create a health hazard or nuisance.

If the animal control officer finds a violation, Sec. 4-11(d) requires written notice by registered mail telling the owner they may apply through the officer for a permit; if 14 days pass with no application and the violation continues, the city can prosecute in municipal court. Sec. 4-11(e) sets the penalty as a fine under Sec. § 45-2-19, and the same penalty applies to anyone who violates the terms of a granted permit.
