Warwick, RI Animal Ordinances: Pet Store Rules (2026)

Sec. " The ordinance defines "commercial establishment" broadly under Sec. 4-22(a) to include any for-profit enterprise engaged in retail or wholesale commerce related to dogs and cats, expressly naming grooming parlors, canine day care, and boarding facilities, closing off workaround business models. Sec. 4-22(c) preserves a narrow adoption pathway: a pet store or other commercial establishment may still provide space and appropriate care for animals owned by a city animal shelter, animal control agency, humane society, or a qualifying non-profit rescue organization, and may house those animals on-site for the purpose of public adoption.

A qualifying non-profit rescue organization is defined in Sec. 4-22(a) as a Rhode Island 501(c)(3) nonprofit whose mission is substantially the rescue and placement of dogs or cats, or a non-exempt nonprofit that is an active rescue partner with a city shelter or humane society. Enacted by Ord. No. O-17-21 on July 18, 2017, the ordinance functions as Warwick's puppy-mill law, cutting off the commercial retail pipeline for dogs and cats while keeping the shelter-adoption channel open inside the same storefronts.
