02 sets the dog limit directly: no more than 2 dogs over the age of 3 months may be kept in any dwelling unit in the City. 03 sets a parallel cat limit: no person may keep or maintain more than 2 cats over the age of 6 months in any household in the City. Both species also require an annual license once they reach 5 months of age, obtained the same way the state requires for dog licensing under Wis. 07. 03(1). Practically, a household could keep two dogs and two cats and hit the four-animal combined cap without ever exceeding either two-per-species limit, but could not add a permitted pot-bellied pig or goat on top of that mix.
